PM office disagrees with MOPA`s proposal

The Prime Minister`s Office disagrees with the Ministry of Public Administration`s proposal over forming a committee on quota reform. The Prime Minister`s Office is working on this proposal.
 
According to sources of the PMO, a file with an alternative proposal will be given to the Prime Minister today.

The Ministry of Public Administration has proposed the formation of a three-member committee headed by the Cabinet Secretary to reform/cancel the existing quota system by reviewing it. The proposal was sent to the Prime Minister`s Office on Thursday.
 
But the Prime Minister`s Office considered this proposal as not acceptable. The work of making a note in this regard is going on in the Prime Minister`s Office.
 
Multiple sources confirmed that, in the note, it has been said that since the Honorable Prime Minister has announced the cancellation of the quotas in the National Parliament, so, the Prime Minister`s announcement needs to be implemented first.
 
Therefore, in the context of the Prime Minister`s announcement, it is necessary to immediately issue a quota cancellation notification. In the note, it is said that a high-level committee over what steps can be taken for various backward groups may be constituted only after the implementation of the Prime Minister`s announcement.
 
Referring the Prime Minister`s announcement in the Parliament, it has been said in the note that the Honorable Prime Minister gave instructions on this in her speech. In that speech, the Prime Minister announced separate recruitment procedures for the backward population including the disabled.

The Prime Minister`s Office mentioned the disabled, minor ethnic groups, residents of remote areas, and women are the part of the backward population.
 
Apart from this, the special recruitment for the freedom fighters` families has been mentioned in the proposed note of the Prime Minister`s Office.
 
The sources said that the proposed note of the Prime Minister`s Office has mentioned what special measures can be taken for these classes in the light of existing laws and the constitution should be the subject of that committee after the cancellation of quotas.
 
In the note, it was disagreed with the proposal to constitute the committee under the leadership of the cabinet secretary as the note said the political decision of the government is involved with the issue.
 
The Prime Minister`s Office proposed making the public administration minister Syed Ashraful Islam or any senior minister/adviser the head of the committee instead of the cabinet secretary.  At the same time, the public service commission`s chairman/representatives, women representatives, representatives from disabled people and representatives from quota facilitators and sufferers of the quota reform movements should be included in the committee.
 
In the recommendation of the Prime Minister`s Office, it has proposed a specific `Terms of Reference` to this committee and proposed a deadline.
 
An official of the Prime Minister`s Office said that the work of preparing a note for the Prime Minister according to the note of the Public Administration Ministry is final.
 
Today it will be submitted for the Prime Minister`s consideration.
