The Ministry of Housing and Public Works has suspended Lalmonirhat Executive Engineer Md Saifuzzaman over allegations of “abuse of power and embezzlement” of more than Tk 63.2 million.

He has been suspended in a notification of suspension order signed by Housing and Public Works Ministry Secretary Md. Nazrul Islam on Tuesday (February 3).

Saifuzzaman has been suspended from government service with effect from 3/02/2026 under Section 39(1) of the Government Services Act, 2018 (Act No. 57 of 2018).

Following the suspension, Saifuzzaman will receive subsistence allowance in line with service rules, the notification also states.

Speaking on Wednesday, Housing and Public Works Ministry spokesperson Md Alamgir Hossain said Saifuzzaman committed the alleged irregularities while posted at Public Works Department (PWD) Division-4 in Dhaka.

During that period, he was involved in the Supreme Court record building construction project, where he allegedly floated tenders through e-GP by unlawfully splitting a single package into eight, without approval of the Development Project Proposal (DPP), Revised Development Project Proposal (RDPP) or HOPE, he said.

It is mentioned that National Development Engineers Limited was engaged to implement the W-1 package of this project as a contracting company.

The investigation showed that the bill paid in favor of the contracting company against the divided eight packages did not exist in reality.

Apart from that contracting company, eight other contracting companies were shown to have incurred expenses of Tk 63.197 crore in the 2023-2024 fiscal year and the bills were paid despite no physical existence of the work.

The notification further said that these activities amount to embezzlement of government funds, abuse of power and corruption. Therefore, Saifuzzaman has been suspended under Section 39(1) of the Government Employment Act, 2018.

The notification also states that Saifuzzaman is currently serving as Executive Engineer (Civil) at Lalmonirhat Public Works Department. Before his posting in Lalmonirhat, Saifuzzaman served as executive engineer in Faridpur.
