NBR moves to boost import-export activities
The National Board of Revenue (NBR) has expanded the list of goods eligible for transfer, unstuffing, and delivery through privately operated Inland Container Depots (ICDs) and off-docks approved by Chattogram Customs House.
The revenue collecting authority took the decision in a move to streamline import-export operations and ease congestion at the Chattogram Port.
Recognising the critical importance of uninterrupted international trade and efficient port operations, the NBR periodically updates the list of import goods permitted for off-dock handling based on real-time operational needs and stakeholder input, according to the NBR.
"Off-dock" in the context of shipping and logistics refers to facilities or container yards located away from the main port terminal. These facilities, often called off-dock container yards (ODCYs) or off-dock terminals, provide additional storage space for containers, both full and empty, and may also handle customs clearance and cargo operations.
Following requests from trade bodies and stakeholders, and in consultation with the Chattogram Port Authority and Chattogram Customs House, the NBR has approved 27 new categories of import items in two phases: 12 categories on April 8, 2025, and 15 more on July 17, 2025.
These are in addition to the 38 categories previously allowed.
With this latest decision, a total of 65 types of import goods are now permitted to be transferred, unstuffed, and delivered through 19 operational ICDs and off-docks across Chattogram.
The NBR believes this expansion will allow private ICDs to utilize their full capacity, significantly reduce cargo congestion at the main port, and accelerate the clearance of imported goods.
“Ultimately, this will enhance trade facilitation, which we believe will play a vital role in strengthening the country’s economic growth,” the NBR stated in a press release.
