ADP implementation rises in July-Nov


Implementation of Annual Development Programme (ADP) increased to 18.61 percent in the first five months of the fiscal year 2021-22.

This marked the accelerated spending from local resource allocations along with healthy foreign resource utilisation.

During the same period a year earlier, the total ADP spending was 17.93 percent of allocation, according to the data from Implementation Monitoring and Evaluation Division (IMED).

The year-on-year ADP expenditure grew by 14.52 percent or Tk 55.88 billion to Tk 440.61 billion in the period of FY2022 which was Tk 384.73 billion during the same period a year earlier.

Spending from local resources improved to Tk 276.92 billion or 20.17 percent in the current fiscal year so far compared to Tk 257.37 billion or 19.12 percent a year ago.

The project assistance (PA) utilisation rate, on the other hand, modestly declined to 16.23 percent year-on-year from 16.57 percent in terms of percentage.

However, the volume of expenditure from this segment still remained healthy as it grew by 22.32 percent or Tk 26.08 billion over the Tk 116.82 billion foreign project money expenditure one year earlier.

Meanwhile, self-financed ADP implementation of public corporations also gained momentum after five months.

It rose to 18.13 percent with Tk 20.79 billion total expenditure, which was 11.13 percent or Tk 10.53 billion during the same period a year ago.

In the month of November, ADP implementing agencies managed to implement 5.55 percent of ADP by spending Tk 131.42 billion, up from 5.13 percentin July-November period of FY2021.

Fifteen large ministries or divisions that received 83.83 percent of ADP money registered 18.94 percent average ADP implementation performance.

Among them, industries ministry managed to achieve the highest 45.40 percent ADP performance in five months followed by housing and public works ministry’s 26.42 percent and water resource ministry’s 23.92 percent.

Top allocated local government division could register 22.78 percent ADP performance, Road Transport and Highways division 22.26 percent and Ministry of Railways 22.25 percent.

Besides, Ministry of Primary and Mass Education achieved 19.47 percent, Ministry of Civil Aviation and Tourism 18.18 percent, Ministry of Science and Technology 18.11 percent, Prime Minister’s Office 15.81 percent, Power Division 15.08 percent and Bridges Division 15.30 percent of ADP allocation during the period.

Out of the large agencies, Health Services Division came out as the worst performer so far with 6.43 percent of ADP performance, followed by Shipping Ministry’s 8.04 percent.

The government allocated a total of Tk 2367.93 billion as ADP outlay for the current fiscal year of 2021-22.

Of the total amount, the government will provide Tk 1373 billion while Tk 880.24 billion will come from foreign sources.
