Allegations of financial irregularities and activities contrary to professional ethics in the Family Planning DepartmentDirector Mir Sajedur remains safe despite many complaints
Mir Sajedur Rahman, an official of the Department of Family Planning, has been facing serious allegations of various administrative irregularities, abuse of power, financial irregularities and activities against professional ethics for a long time. In addition, according to the victims, despite multiple complaints against him to the department and the ministry, no effective action has been taken due to invisible influence.
There are allegations that this pro-Awami League official enjoys the patronage of an influential additional secretary in the ministry. As a result, no matter how many allegations are made against him, they do not face investigation. There is concern among the concerned officials and employees that such activities of his are seriously undermining the administrative discipline, transparency and reputation of the department.
According to the information received, despite being ranked at serial number 51 in the gradation list, he has been serving at the director level since 2021 through Awami influence. Despite not getting promotion as per the rules, he took over the responsibility of the divisional director of Mymensingh division through Awami influence and lobbying, which is not in line with the prevailing promotion and administrative policies.
It is alleged that while serving in Mymensingh Division, he played a very aggressive role in implementing various agendas of the then fascist government. Later, he was appointed as the Director of the Department of Family Planning (IEM) at the instigation of Fahmi Golandaz Babel, an influential leader of the Awami League in Mymensingh.
After the uprising, on August 6, 2024, when he came to the office, he was angered by the officials and employees and left the office in fear. News about this was also published in the national newspaper. After that, he went into hiding for a few days and did not appear in the office. Later, changing his appearance, he started introducing himself as a Jamaat supporter and started introducing himself as a close friend of Shafiqul Islam Masud, the Jamaat leader of Baufal in Patuakhali district. Within a few days, he took over as Director (Administration). There are allegations that he forced the field workers of the Baufal Family Planning Department to work to assist Shafiqul Islam Masud in his election activities.
After assuming charge as Director (Administration), several serious administrative irregularities were alleged against him. He transferred about 300 doctors without any written application or approval from the concerned Deputy Director or Director. Administrative rules and policies were not followed in this transfer process. It is known that a medical officer named Dr. Sultan Ahmed played an active role as his associate in this work.
According to sources, there are allegations that transactions ranging from 1,00,000 to 1,50,000 taka were made for each transfer. He is also accused of hiding a file of promotion from office assistant to office assistant in the department. Although a complaint was filed in this regard, it did not face any investigation. It is alleged that when questions were raised on this matter, he called the employees to his room and threatened them.
While serving as Director (Administration), Mir Sajedur Rahman, exercising administrative influence, transferred his cousin Abida Sultana (Family Welfare Inspector) from Batiaghata, Khulna to Patuakhali Sadar on January 8, 2025, through Memorandum No. 189, without any application or certification from the concerned district division officer.
Similarly, Mahbuba, Family Welfare Inspector of Mohammadpur Fertility Services Training Center, was transferred to Kalpahariya FWC, Araihazar, Narayanganj on October 19, 2025, through memorandum No. 3800. But within a week, she was brought back to her previous post. Also, Mohammad Nurul Haque, Office Superintendent of Netrokona District, was attached to Mymensingh District through memorandum No. 2605 dated July 20, 2025.
There are numerous such allegations against Mir Sajedur, said the sources concerned. According to them, if the documents of the days before and after the departure of former Director General Saifullah Hill Azam are brought under investigation, a lot of information regarding unusual transfers and promotions will be found.
A then official of the administration unit said that in an unprecedented manner, many files were approved from the Director General's house on the instructions of the Director (Administration) showing the back date. The GEOs of all these files, which were approved very cleverly, were not issued all at once but were issued gradually. He further expressed his fear that if an investigation is conducted into this matter, many people will lose their jobs.
Investigation revealed that, taking this opportunity, an officer of the then administration unit, despite being posted as a deputy director in a district by order of the ministry, issued another order of his own to the department while that order was still in effect.
When contacted by the ministry on the matter, an administrative official, who requested anonymity, said, "The officer, without canceling the order of posting him as a deputy director, obtained the order from the Department of Family Planning with the cooperation of the Director (Administration), and a copy of it was sent to this department, which I learned about."
This means that the administrative officer of the Health, Education and Family Welfare Department knew about the matter but remained silent for unknown reasons. In this regard, a director of the department said, "Director (Administration) - Mir Sajedur Rahman has knowingly allowed such administrative chaos to take place to achieve his own interests. Otherwise, there is no opportunity to present such administrative files that are under the orders of the ministry but have not been implemented and to approve them as multiple officials. If all the documents during his working period are investigated, many such irregularities can come to light."
Recently, there have been allegations of bias in the process of sending promotion proposals to the post of deputy secretary. There are allegations that the applications of several senior officials were not sent to the ministry due to personal grudges, against which the victims have also complained to the director general, said a deputy director of the department, who spoke on condition of anonymity.
It is alleged that Mir Sajedur Rahman posted his associate in the crime, 31st BCS batch officer Nazmur Rawshan Sumel, as an assistant director in Mymensingh division despite not getting a promotion. After he himself came to the department, he was brought to the IEM unit. There is a widespread belief in the Mymensingh region that no file is processed without Sumel's behest. It is alleged that he works as a close associate of Mir Sajedur Rahman in financial transactions and administrative matters. Nazmur Rawshan Sumel's rise began when Mir Sajedur Rahman was the director in Mymensingh division. This junior officer showed absolute dominance in transfers and postings through the divisional office, including taking on the responsibility of assistant director without being promoted himself. There are allegations that they even interfered irregularly in the district's recruitment at that time. This officer is accused of interfering in any file of the administration unit with the help of Mir Sajedur. It is learned that an office assistant from the IEM unit was recently transferred outside the department at the instigation of Nazmur Rawshan Sumel.
Serious allegations have also been made against them regarding the recent recruitment process. There have been rumors that the results were tampered with before the recruitment results were published. There are allegations of involvement of Nazmur Rawshan Sumel, who is under investigation for corruption, along with Mir Sajedur Rahman. It is learnt that an important official of the administration unit was forced to leave the department when pressure was exerted to cooperate in this work.
There is an allegation that an opaque situation has been created around Deputy Director Saima Reza. According to the allegation, Saima Reza has been working in the Pension Unit for about 10 years in connection with the merger despite not having the relevant post and two baseless posts have been created illegally to stay in this unit. In the case of pension-related file settlement, there is an allegation that the concerned persons have to pay money to Saima Reza and Director (Administration) Mir Sajedur Rahman in writing. If the money is not paid, the file does not progress month after month, but if the money is paid, it is settled quickly. Although the government has said that pension simplification will be made, Saima Reza has wasted time by asking for unnecessary explanations. It is alleged that a welfare officer was posted in the Pension Unit about six months ago to assist in the applications and settlement work of the Pension Unit, he was not given any responsibility and was pressured to be transferred elsewhere.
In addition, the allegations of personal and immoral relationship between Mir Sajedur Rahman and Saima Reza are being discussed in various circles. Saima Reza regularly cooks and brings her favorite food from home and they eat and drink together for about an hour every afternoon, keeping the office door closed. It is even known that when this matter became known at the family level, his wife came to the office more than once. There are allegations that Mir Sajedur Rahman does not approve many files of the administration unit without discussing it with Saima Reza. This has created pent-up anger among other employees of that unit.
The concerned officials believe that the administrative transparency, discipline and reputation of the department are being damaged due to these allegations. Therefore, in the public interest, the officers and employees of the department have demanded that an impartial and high-level investigation committee be formed to verify the truth of the allegations and take necessary administrative action.
